illegal migration control measures efficiency (improve border
pass control, meantime simplifying legal migrants movements)
with detection of wanted people and people who are prohibited
to enter country;
2. perform identification of persons illegally staying in
the country for decision of their readmission problem with
detection of wanted people.
1.1 Improvement
of illegal migration control measures efficiency serves for
prevention of
1. criminals
(or potentially dangerous persons) movements;
2. illegal weapon trafficking;
3. illegal drug trafficking;
4. illegal movements, human-trade /trafficking in women and
children/;
5. wanted people lam.
Provided
measures:
• Passengers/ baggage /cargo registration at border
control zone crossing
• Improve document and ticket checking system
• Improve exchange system of data on booking for all
transport types having border crossing routes
Migrants
registration centralized technological system provides:
•
incoming and departing passenger registration;
• combined use of passenger data by all border control
bodies;
• receipt and initial check of preliminary information
on passengers (use of prepared data, like in IATA electronic
manifest technology);
• passenger queries;
• visa issue directly before border crossing.
Document
verification information support system provides:

access to world identification documents database where control
bodies can find the samples description of:
• valid documents,
• “fantasy” documents,
• typical falsifications;
• access to void ticket and travel document database.

2.1 Perform identification of persons illegally living in
the country for decision of their readmission problem;
Technological
system provides personal data exchange for:
•
presented documents validity checking,
• photo, dactylogram, distinguishing marks, biographical
data checking and verifying.
The
main provided technological solutions include:
I. Passengers,
baggage, cargo and transport vehicles registration at border
control zone crossing on arrival and departure (is in full-scale
exploitation in International Airport “Zvartnots”
since 2000);
II. Preconditioning data on persons wanting to cross the border
• identification
documents electronic registration ticket booking for border
crossing routes for all transport types
(at the present time only the part of air transportation is
implemented),
• visas
and permissions data electronic registration (full-scale exploitation
since beginning of 2000),
• providing
(receipt from) control bodies in the destination airport with
passengers’ registration electronic data
(is not in use because of partners’ technical unreadiness),
• matching person’s data with above mentioned
ticket, visa, boarding documents data on check-points
(full-scale exploitation since 1999);
III. Provision control bodies with descriptions of identification
document samples, including multiply increasable photos of
pages under ultra-violet lighting:
• valid identification documents,
• “fantasy” documents,
• typical falsifications,
for improving efficiency of falsifications detection (Exploitation
began since end of 2002. Armenia is ready to give an opportunity
to use system by IP canals);
IV. Access to data on identification documents invalid numbers
received by consular channels (Full-scale exploitation began
from the end of 2002. Armenia is ready to give an opportunity
to use system by IP canals);
V. Access to data on invalid numbers of tickets and other
transport documents received by transport companies’
channels (Full-scale exploitation began from the end of 2002.
Armenia is ready to give an opportunity to use system by IP

VI. Comparison of passenger data with wanted and controlled
people data with an opportunity of detection and presentation
of textually and digitally similar names (similarity in pronunciation,
omission or error during data entry, similarity when changing
the order of the parts of the name, etc.) (full-scale exploitation
from the end of 1999);
VII. Informational accompaniment of cargo handling process
in the freight depot indicating sender, receiver, carrier
(full-scale exploitation from the end of 2000).
The
system underwent multiple examinations, including international
ones and by their recommendation and financial participation
the implementation of system on ground border Bagratashen
